A small commune with the same obligations as a city
Călmățuiu de Sus is a commune in Teleorman county: roughly 1,732 inhabitants across three villages, spread over 57 square kilometres, documented since 1512. It is the kind of administration where one person handles several roles at once.
The legal obligations, however, do not shrink with the commune. The DigiLocal framework requires the same sections, the same transparency and the same accessibility as for a city. The real challenge was delivering all of that in a form a small secretariat can maintain without outside help.
The law gives no discount to small communes. The site had to cover everything — while staying maintainable by two people.
The mandatory structure, delivered in full
The site covers the Local Official Gazette — local regulations, council decisions and mayoral dispositions — together with the decision-transparency section: council meetings, public debates and the documents required by Law 52/2003.
The administrative structure is stated explicitly: the mayor, the local council and the general secretary of the administrative-territorial unit, each with their responsibilities and associated documents.

Online services and national integrations
The online services area is built on the Regista platform: citizen accounts, electronic forms and online complaints. Alongside it sits the Ghișeul.ro integration for paying taxes and local duties.
For a commune where many residents are elderly or work in other counties, every form that can be submitted online is a journey saved — sometimes of tens of kilometres.
The rest of the site covers public announcements, press releases and events, plus community resources: schools, the cultural centre, the library, healthcare and sports facilities. Contact details and opening hours are shown directly, not hidden on a separate page.
