A commune near Bucharest with a website that fell behind
Colibași is a commune in Giurgiu county, on the Argeș river about 25 kilometres from Bucharest, made up of the villages of Colibași and Câmpurelu. It had 3,186 residents at the 2021 census and a town hall with projects under way across several funding sources.
The town hall already had a WordPress site, with photos, documents and notices gathered over the years. The problem wasn't missing content but its shape: a structure that didn't follow the DigiLocal requirements, and services for residents that were hard to find.
Online services, one click from the homepage
The homepage puts services first: the citizen account, electronic forms, online complaints, application status checks, appointments with the mayor, ID-document appointments and tax payments. Online services are integrated with the commune's Regista platform, payments go through Ghișeul.ro, and ID and passport appointments lead to the Interior Ministry's hub.
The Local Official Monitor is linked directly, with full links to each section, because council decisions, orders and regulations are among the first things residents and institutions look for.

Nothing lost from the old site
We moved the content that already existed onto the new site: photos of the town hall, the church, the ambulance and fire station, street works and project renderings, then the forms, local-tax decisions, treasury accounts, the general urban plan, public notices and the announcements for projects funded through Romania's recovery plan (PNRR).
Investment projects, funded through the Regional Operational Programme, the PNRR and the Modernisation Fund, now have their own section, and anything that couldn't be confirmed from the old site stayed marked for the town hall to fill in rather than being guessed.

Years of content from the old site weren't lost. They moved into a compliant structure.
Updated by the town hall, not by an agency
The site has its own admin panel, from which town-hall staff publish announcements, events and council meetings without depending on someone outside for every notice.
On accessibility, the site meets WCAG AA contrast, supports full keyboard navigation, has a skip-to-content link, ARIA labels and semantic HTML, plus a dedicated button for accessibility options.
